Hope to understand EPG report disappears

KATHMANDU - The Enlightenment Group (EPG) has questioned the willingness of the report prepared by the Enlightenment Group (EPG) after 'instructing foreign secretaries of both countries to review the treaty agreement, including the 1959' agreement with Indian Foreign Minister S Jaishankar, who arrived two weeks ago to attend the bilateral mechanism meeting.

Instead of understanding the report prepared by the EPG for six years, expert members of the group are starting to suspect that the suspects are overthrown. Contemporary Devendra Bhattarai spoke with Surynath Upadhyay , a member of the EPG, on the dimension of bilateral relations and the position that Nepal should hold in regard to this 'uncertain situation' of the report:

For many years, sometimes at the secretary level, sometimes at the staff level, committees, commissions and mechanisms have been closed. Everyone's job and mandate is to review Nepal-India relations. What was the hope and confidence of the EPG?
The bilateral Enlightened Persons Group (EPG) was formed after the agreement was reached at the level of the Prime Minister of the two countries. According to the mandate of the agreement, work has been started to prepare the report within 3 years. This is not a 'compelling' thing, but a 'convinced' process. It is designed to 'regulate' things from our open borders to relationships. It was more than hope or assurance. So I was convinced by the EPG of independent experts. On this basis, the task of making a report covering all matters of the bilateral relations, plans and mutual concerns from the treaty to the agreement was made. After a long tussle, it remains a shared document.

Do you not want India to understand the EPG report if it is implemented that will do you more harm?
Yes, this is my understanding of the present. I don't say 'our'. Because there is no longer an EPG group. This is what I understand as an independent citizen. Otherwise, why not understand? Why just say the right time? By delaying and pushing the matter back to the secretary level, the main issue has been brought back. What to call it? What do you think?

The Government of India is repeating that the EPG report can be understood only at the appropriate time. What does this statement mean?
It is impossible to say when is the "appropriate time" for the Indian External Affairs Minister. I myself am confused as to why the draft EPG report by the government-approved experts is 'unacceptable'. I have also seen signs of an ever-evolving EPG report. However, we had to start our level of work by saying 'someday the report will be understood' by being positive.

Is this your level of work?
Nepal and India are strategically two separate countries. We are different in geography, geopolitics. But what does this 'alienation' mean? Will the name be established differently? We have customs, boats, points of entry. But, they are open. Boats have become the trafficking and crime scene. It has neither done good to India nor to Nepal.

If we are an independent nation, it must be 'regulated', or whatever else may come our way. Our concern is that we must take the 'safeguard major' on the basis of our geography, population and economy. That way we have to get Safeguard-Major. Whatever the 'Major' may be, the 1949 Treaty has never stopped us from setting a security base. But, no, no, no, no. How it came to be known as 'no', and the condition of refusing to understand the authoritative EPG report made on the consensus, has made many things clear. It is only in the name of raising the people that the 'Treaty of 1949 is a hindrance to our progress / progress', that there is no hindrance or hindrance to our work.

What is the main reason for the "record system" also being the difficulty of reporting?

A Pakistani or Afghan open country may come to Nepal via Indian land. Therefore, India had to take this matter as a serious threat. Nepal has taken it, we mean India too.
